The Kandiyohi County Board of Commissioners met at 09.00 on 4 October 2022 in accordance with adjournment. All members were present. A motion by Gardner, 2nd Anderson to adopt the consent agenda as presented passed unanimously on a voice vote. a) Approval of the minutes of the September 19, 2022 board meeting. b) Auditor’s warrants and claims – $242,943.38 from the Revenue Fund, $10,631.66 from the Coronavirus Relief Fund, $312.24 from the Regional Treatment Center Fund, $105,485.47 from the Road and Bridge Fund, $12,088.47 from County Fund Building Fund, $50.70 from County Fund Building Fund, $7.90 from County Fund Building Fund, $50.70. from Health and Human Services Building Fund, $7,614.23 from Recorders Technology Fund, $178.14 GLSSWD Cap Equip Replace & Lk Fund, $22,942.69 from Water & Sewer Fund, $28,826.00 from Capital Equipment Fund , $6,849.78 from the Sanitary Landfill Fund as claimed by the Sanitary Landfill Fund. as recorded with the county auditor and treasurer. c) Joint Powers Agreement (SNAP) for the Supplemental Nutrition Assistance Program. d) Approval by Special County Board: September 27, 2022 Minutes County Administrator job interviews. Jennie Lippert, Health and Human Services Director, appeared to provide an update on the financial assistance program. Deb Grunwald and Dana Wenisch, HHS financial assistance supervisors, provided commissioners with an overview of available programs and statistics. A motion by Imdieke, 2nd Nissen to acquire the easement and authorize the Board Chair and County Administrator to sign the Utility Easement Agreement: 12797 Old North Shore Drive on behalf of the county allowing the defined permanent easement was passed unanimously by voice vote. A motion by Nissen, 2nd Anderson to approve the 2021 Emergency Management Performance Grant Contract and authorize the Board Chair and the County Administrator to sign the contract passed unanimously on a voice vote. Gary Geer, Environmental Services Director, appeared to request approval of the JMBI Solid Waste Facility Permit Application. The JMBI facility has been maintained in accordance with Kandiyohi County ordinance and is also in compliance with the Minnesota Pollution Control Agency. Environmental Services’ staff recommends approval of JMBI’s application for permit renewal that has been submitted. A motion by Imdieke, 2nd Gardner to approve JMBI’s solid waste facility permit renewal application as submitted passed unanimously on a voice vote. A motion by Gardner, 2nd by Nissen to accept the Client Community Engagement Grant in the amount of $5,000 was passed unanimously on a voice vote. A motion by Anderson, 2nd Imdieke to approve Resolution 2022-54 authorizing execution of Grant Agreement A-SAFE23-2023-KANDISO-024 passed unanimously on a voice vote. A motion by Nissen, 2nd by Anderson to approve Resolution 2022-55: 2023 Authorizing Enforcement Grant Agreement passed unanimously on voice vote. A motion by Nissen, 2nd by Berg to accept SAP 034-641-010 and make final payment to Duininck, Inc. in the amount of $12,705.15 passed unanimously by voice vote. Mel Odens, Director of Public Works, appeared to request approval of Resolution 2022-56: County State Aid Highway 4 Right of Way Vacation. Joseph P. and Kimberly J. Ludowese, owners of land described in Exhibit A, have filed an application to vacate a portion of the CSAH 4 right of way. A motion by Anderson, 2nd by Imdieke to adopt Resolution 2022-56, Vacating a portion of CSAH 4 Right of Way listed in Exhibit A and 8 associated with this parcel: Lot 2 in the Subdivision of Government Lots 2, 3 and 6 in Section 29, Township 120, Range 33, and Parcel 6M of Kandiyohi County State Aide Highway No.4 Right of Way Plat No. 6 located in Government Lot 2 of Section 29, T120N-R33W, Kandiyohi County Minnesota was unanimously voted adopted. Sarah Swedburg, EDC, appeared to request that the commissioners declare October 2022 as manufacturing month in Kandiyohi County. Governor Walz has declared October Manufacturing Month in Minnesota. Regionally, Kandiyohi County is highlighted during the first week of October. A motion by Nissen, 2nd by Anderson to declare October 2022 as Manufacturing Month in Kandiyohi County, carried unanimously on a voice vote. A motion by Gardner, 2nd by Imdieke to appoint Duane Anderson to the TEST Committee, passed unanimously Larry Kleindl, County Administrator, provided administrative updates and the commissioners provided their committee reports for informational purposes only.
