UNITED NATIONS, Sept. 21 (Xinhua). Chinese President Xi Jinping’s special envoy Wang Yi, also Chinese State Councilor and Foreign Minister, attended a high-level meeting on climate change at the United Nations (UN) headquarters here on Wednesday and delivered a speech.

Wang pointed out that since climate change is a common challenge facing all of humanity, Xi has made it clear that the earth is one big family, that humanity belongs to one community, and that humanity should work together to address the problem .

China believes the goals of global climate policy should be advanced in four aspects, Wang said.

The first is to focus on making the UN climate change conference in Sharm El-Sheikh a success to achieve positive and balanced outcomes in aspects such as mitigation, adaptation and financing, Wang said.

The second is to give importance to the implementation of actions. It is necessary to follow the principle of common but differentiated responsibilities, honor the consensus reached and speed up the achievement of the temperature control goal set out in the Paris Agreement, Wang said.

China supports the Universal Early Warning System initiative launched by UN Secretary-General Antonio Guterres, Wang said, adding that developed countries should live up to their commitments and provide financial, technological and capacity-building support to developing countries.

The third is to promote the green transformation in practical ways. Wang called for the gradual retreat from the traditional way of energy based on safe and reliable new energy sources.

He also pleaded for a high-quality and just transformation within the framework of sustainable development.

The fourth is to create a good political environment. Unilateralism, geopolitical games and green barriers should be abandoned, Wang said.

Developed countries should achieve carbon neutrality much earlier than planned, make room for developing countries to develop, and restore mutual trust between North and South through concrete measures, he said.

Wang also introduced a series of positive measures taken by China to unswervingly pursue the path of ecological priority, green and low-carbon development.

China has announced carbon peaking and carbon neutrality targets and will complete the world’s most dramatic reduction in carbon emissions intensity in the shortest time in world history, Wang said.

Noting that China has surpassed the 2020 climate protection targets, Wang said China has updated its nationally determined contribution targets, steadily adjusted its energy mix, tightly controlled carbon emissions, and established a carbon market with the largest coverage of greenhouse gas emissions in the world.

China has also carried out comprehensive South-South cooperation on climate change, implemented the Global Development Initiative and built a Green Silk Road together with other parties, Wang said.

Stressing that China will take due international responsibility and create a new miracle of green transformation, he said China is willing to work with other countries to take more concrete measures to help the United Nations play a key role to protect the earth and create a better world for future generations.

On the same day, Wang also met with the Prime Minister of Georgia, the French President’s diplomatic adviser, the European Union’s High Representative for Foreign Affairs and Security Policy, and the foreign ministers of Russia, Norway, Hungary, Poland and Somalia.
